Yes, upper body & core conditioning help lots. Both for speed & overall balance. When you're in the air between strides (the definition of running is that there is a 'flight phase' of every stride) small rotations of your arms & upper torso help to position your foot for landing properly for your next stride (conservation of angular momentum). Your arms are a much smaller mass to move than using your strength to position your legs by themselves - try running with your arms at your side & see what a difference it makes.

Beginner Hurdler?

YES. It helps a tremendous amount. especially in sprint and jumps. It WILL help get you the explosive power/strength you need. It's probably one of the most important things that will help you. Even in distance running, soooo many of the greats (hicham el gerroug, craig mottram, countless others) lift weights, and aren't just crazy skinny gifted guys. They just have different training. If you start weightlifting, make sure you do your research and make sure you're doing the best plan that you can for your events.

The speed of sound?

Sprinting and running is muscles. You move your body from one point to another. It matters that you have total body strength. Your core and abs are very important. Building strength takes time. Do it correctly and you will see the results.
