400 meter question?

If your resting heart rate is rising, and you are losing weight, and you are tired and sore, then you are over training. Weigh yourself weekly, check your heart rate in the morning everyday. Are you losing your appetite? Do you feel tired before working out? Do you feel flat and not have spring in your legs? Are your performances getting slower? Have you caught a cold? It is easy to over train. It is part of your coach's responsibility to make sure you do not over train.

I'm 13 years old and i'm training for a 1500m race on my manual treadmill, what is the best distance to do?

I am also on high school track and xc, and if you are a guy on both of those sports, then absolutely not is there such thing as running too hard. that is how you win is by running harder than anyone else. now i wouldnt recommend a workout the day after a meet, but when you do have those workouts, you shouldn't accept anything else than losing your lunch. just remember this quote:
"Today's pace is suicide pace and it looks like a damn good day to die."
No there is no such thing as running too hard.

100m or 1 mile?

Yes, you can injure yourself if you overtrain. You need to gradually increase mileage and workout intensity. You will notice your team starts off with lower mileage and slower pace and by the end of the season its longer and harder and faster. IF you start off that intense you could injure your knees, foot, ankles, etc.

As far as pushing your body, you can push it pretty far, worst case you will hit the wall and have no energy left.
