I need a pulse meter that I can mount on my wrist or arm?

When doing walking and running I try to maintain a steady pulse, i.e., at a steady rate. What is a DECENT meter that I can place on my wrist (preferably) or arm that will give me concurrent pulse rates? Name of manufacturer? Thanks so much!

How to run the 800 M in track !!?

There are a number of strapless heart rate monitors out there. I know of a few running buddies who prefer the strapless versions, and they use the Prevention MF-180 (see link #1) or the Sportline Solo 920M (see link #2). They are both worn on the wrist, and they do their job well.

Should I join my school's track team?

What you need is a heart rate monitor. There are many manufacturers to choose from. Polar and Suunto are two of the bigger names but there are many good watches and lot depends on how many bells and whistles you want. If you just want to see heart rate then the watch shouldn't cost more than $100.

All of the heart rate monitors I am aware of require wearing a strap around your chest to measure the heart rate. The HR data is then transmitted and displayed on the watch. These straps are also generally compatible with exercise machines in gyms. So if you go to a gym your HR will be displayed there as well.
