If i exercise on hydraulic stepper, wll it make me run faster?

Sorry but no. You can consider it a cross training method beacuse it's lower impact on your body and if you have shin splints or pains in your feet and legs it can help you exercise but with less stress. If you do it in addition to running like I said, it is a form of training- but as far as really helping your times, it really won't. You might want to do time trials- meaning rather than always doing long slow runs, try a few where you do mile repeats, or track work outs. Run a hard mile, rest 5 minutes, run antoher hard mile, etc. That will improve your times for sure. If you're only doing long runs your times will slow a lot because your body is giong into cruise control rather than pushing

A stair stepper isn't really bad but it's not that great either.

How do you higher maximum speed?

its better than not exercising at all, but not as good as running. you should work instead on running drills, sprints, hills, and long distance.
