Why do black sand or a coal is put or added on the running track.?

I would think its for traction, if you have just a dirt track it can become smooth and worn down making it harder to run and you would fall down.How do I improve my running time on the mile?
They both are more durable then regular soil and don't produce as much dust during usage.What is your personal definition of a runner?
There are two extremes people have to consider on tracks.1. The ground could be too hard, like concrete, or gravel. And wouldn't be good for your joints.
2. The ground could be too soft, slowing you down, like dirt
Now they chose a good neutral which is coal, and/or a rubber substance to pick up the friction and to keep the step light.
