No, of course not.

A treadmill doesn't provide the same conditions on your body as it does when you run outside. One major factor is the weather, running on the treadmill at home should yield perfect temperature for running. Running outside may be much cooler or hotter. Also, when you run on a treadmill, your body is essentially staying in the same position, not moving forward. The treadmill surface slides to accompany your feet, and thus puts less strain on your feet than if you were running outside, when the ground does nothing to help you.

When you run on a treadmill, often times is it set to move at a certain speed, and you try and keep up. In actual running, your speed can vary greatly, and the ground doesn't continue pulling you along when you become fatigued.

The track is also different in the aspect that its not run in a linear fashion. You run around in an oval. Though the slight turns usually dont affect mile times, over time you may find that your body is slightly stronger on the left side because that's the direction you lean in around the curves.

A treadmill usually gives a pretty good estimate of your running ability (I find it varies about 30seconds), but try running outside sometimes, and not necessarily on the track. Enjoy the fresh air!
