As far as walking meters (pedometers) go, many of them are roughly the same. Pedometers count steps. The best pedometers can calculate and display other interesting stats such as distance, calories burned, speed, elapsed time, steps per minute, and function as a stopwatch and alarm. I don't know if you need all of that, but most can come in handy.
There are two that I see most often among my walking and running buddies. The first one is the Omron Premium Pedometer (HJ-112), which an be found at WalMart for under $20 (see link below). The other one is the Nike+iPod one, which is slightly higher than your price range ($30), and it is only good if you have an iPod Nano already.
Both are very accurate, and it comes with a few bells and whistles that will undoubtedly come in handy.
