You could, but the results would be minimal. I suggest, instead, doing jumps and stride jumps (plyometrics) while holding the weights. That way you are exercising your posterior chain (butt, hams, calves) and using the 16 lbs. in weights plus your own body weight to develop your muscles.

adding weight to the arms can help upper body. I'd suggest putting that extra weight on your legs/ankles though, you will get more of a benefit from it placed on the part of your body exerting the most work while running (your.. yep, legs).

I am taking a speed camp right now at my high school. They told me that will NOT help you run faster. The main thing about running faster is building muscles up in your legs. Also agility drills will help build these muscles. These agility drills would consist of hurdles, ladders, and other drills of that nature. Also running longer distances will help build up your endurance.

I'm not a fan of using weights during training, but I think that if you do want to do it, ankle weights will be better because it's really your legs doing all the work. Not that arms aren't important, just that legs are more important

DO NOT RUN WITH WEIGHTS! You can lift, and you can run, but you can not run with weights. You will only injure yourself. No one that knows anything about training suggests running with weights. You can wear a weighted vest when doing plyometrics but you can not run with weights.

Weights in you arms will not help you, other than to sculpt and strengthen your upper body. Weight running for sprinters in best done with ankle weights, and only sparingly to avoid long-term knee problems
