If someone is running at a really fast speed and go on the water running do they walk on water a little?

Aside from Jesus, Superman, and the Flash, the answer is unfortunately no. The force of gravity pulling you down is far greater than the force of your feet pushing you up. The only way this would change is if the viscosity (i.e., thickness) of the water were to somehow change so that your feet would push you up more. This can be done by either freezing the water or making it become a gelatin like substance.Another way to achieve greater force is to use special shoes. It can work if they are in the shape of a boat. Or they could be made of a substance that has a far lighter density than liquid water, like styrofoam or even ice, but they would have to be large enough to counteract your weight.

you do have some forward momentum, but you lose it so quickly as you hit and sink. the water will not support you. it might depend on how wide your shoes are too. i personally can walk on water. ha!Do you wear anything under compression shorts?
Maybe for a step or two.Besides Bruce Almighty in the movie I do not think it is physically possible to walk on water if with a speed momentum. You can probably walk for a step or two but eventually would sink in.
the highest likelihood in regular circumstances to get any "walk on water" effect would be to try and glide at the first impact of water, to counter the gravitational pull you would need to lunge forward right at waters edge and then with both feet together try to "slide" across the top of the water
Which might work for about 2-3 feet and then you are just standing in the water.
