A good time for a forty yard dash is 4.7-4.0. But it also depends on if you have any muscle in the legs. Just because you weigh 150lbs, doesn't mean that it is muscle.

i would say a 4.6 would be competative, but wouldnt get you on varsity on a GREAT track team

Take it from a guy who has his high school's record for the 800m (my time was 2:01)... an athletic 16 year male should be under 4.6. If you're not, research sprint workouts online and start improving.
