Pool - when are you allowed to take 2 shots?

Depends on how well its taken care of and how much traffic (playtime )it gets in my bar 2 times a year at home 3 years kinda when it needs it i guess

What are snooker balls made from?

There is no timeline for that kind of thing. If you take good care of it , no spills rips or tears then you may never have to change it. Just brush it , be careful what you get around it and put on it and you should be good, another way to look at it is, if it looks like it should be replaced then it probably needs it. Also if your ball speed changes (slows down) that is another indicator that you might want to look into some new felt.

I have an old valley bumper pool table, where in the Detroit area can I get it reslated & new bumpers & rails?

To elaborate upon Johnny's answer, the quality of the cloth will also be a factor in its life span. The highest quality cloths such as Simonis and Brunswick Centennial will last longer than cheaper cloths, even if used and abused more. So the combination of high quality cloth and proper care will dramatically extend the life of your cloth. In addition to lasting longer, high quality cloth will give you much better play. The balls will roll more consistently, etc. Incidentally, my hats off to your for not using the term "felt". It's one of my pet peeves. No billiard table in history has ever been covered in "felt". Felt is a cheap fabric made from compressed fibers whereas cloth is a woven material. M.D.-BCA Instructor/Referee.
