Why can't I tell number of seconds in timer before starting pool game?

The official standard radius of Billiard table slate is 4.5 inches but in close examination with whats in my Snooker hall i found that different manufacturer have a different cut slate but they all sort of ranges aroung the 4 to 5 inches radius. I hope this helps answer your question.
