I've never heard of a titanium cue, but a three piece cue would be a jump/break cue, meaning you unscrew the butt piece and have a short cue ideal for jumping.

Where do I put the lines on a pooltable ?

I expect most of the reason is tradition. Wooden cues are what people grew up using. So, this is what most, if not all, pro players use.
