it is a foul and a lose of 7 points. after sinking a red a player must have a legal hit on a numbered/colored ball.

PS: andy, is correct about the amount of lost points. here in the states, the majority of the people that i play snooker with in the south (which there are not a lot of snooker tables around to begin with) just play the cart blanc 7 points for every foul rule.

player will score 1 point for first red,he must then go for a colour,if he goes for another red it is a foul whether he pots it or not and he will be penalised 4 points not 7.

you can only be penalised more than 4points for any foul shot if you first hit,or accidentally pot a colour higher in value than the brown.

blue 5 points
pink 6 points
black 7 points.

so the only way to be penalised 7 points in your senario would be if he potted the second red and then also knocked the black in in the same shot!
