The meeting is always called to order first, then roll call. Then review and approval of the agenda, then approval of the minutes. From my experience in organising political meetings, a good agenda looks something like this.
1. Introduction - calling the meeting to order
2. Apologies
3. Minutes of the previous meeting and matters arising
4. Correspondence
5. Officeholders reports in order of precedent President or chair, Secretary, Treasurer etc
6. Guest speaker if there is one
7. Motions if there are any
8. Other business
9. Next meeting
10. Adjournment or close
You should then adjourn to the bar or for coffee for convivial conversation.
