you are right,it was steve davis.it was in the lada cars classic in 1982 against john spencer.which is a coincidence cos john spencer made the first ever 147 in a major tournament,which was held in slough in 1979,but not televised.
all steve got for his was a lada car!
next player was cliff thorburn,the first man to do it in the world championship.his break started with a fluked red.
then kirk stevens did it against jimmy white in the semi-final of world championships.
however like most people you are under the mis-apprehension that a 147 is a maximum,although i can forgive you for thinking this as even the commentators and players themselves,call a 147,a maximum.
however the maximum break possible in snooker is 155!
unlikley,but if you got a free ball with all 15 reds still on table, you could take a colour as a red,then a black,and still have 147 points left on table.
there have been many 16 red clearances,but nobody as yet has managed 155.
the highest ever score has been achieved twice by different players and stands at 151.
