It should appear on it's own. The active player is given ball in hand and can shoot from any place on the table.

the cue ball should appear on its own and if ur on practise mode ,u can click on the cue ball on the bootom slot where the cue ball roll down and drag it all the way to the table and put it anywhere u like.
