8 ball billiards rules?

18' x 14' would be the minimum size room. This gives you 5 feet all the way around the table provided there are no obstructions. A few inches either way wouldn't make too much difference.

When somebody says snooker & pool they do not mean swimming pool !!?

we have ours in a single car garage (20X12). Side shots get tight at times but we have 4 foot stick for those.

What is the "English ball for in the game of pool. Someone asked why I don't use it, but I don't know how.

For an 8' Table here is probably the best chart I've seen. (Extracted from Site)
Cue Size (W x L)
48" - 12'0 x 15'8
52" - 12'8 x 16'4
58" - 13'8 x 17'4

Remember though these are going to be very MINIMUM standards.
