First of all, congratulations on becoming a referee. We'll have to talk about this. Incidentally, this is not a "double-hit" foul. That is a completely different foul. It seems like a lot of people are confusing these two.

3.23 FOULS BY DOUBLE HITS
If the cue ball is touching the required object ball prior to the shot, the player may shoot toward it, providing that any normal stroke is employed. If the cue stick strikes the cue ball more than once on a shot, or if the cue stick is in contact with the cue ball when or after the cue ball contacts an object ball, the shot is a foul. (See Rule 2.20 for judging this kind of shot.) If a third ball is close by, care should be taken not to foul that ball under the first part of this rule.

It is a foul if the cue ball is pushed by the cue tip, with contact being maintained for more than the momentary time commensurate with a stroked shot. (Such shots are usually referred to as push shots.)

a push is a shot u hit twice as in push through. normally happens when the balls are very close together in snooker

Any shot where a player's cue tip stays in contact with the cue ball for more than the momentary time commensurate with a stroked shot. In the game of Snooker, it is considered a 'push' if the cue strikes the cue ball more than once in a given shot (a double hit). Again in Snooker, it is considered a 'push' if the cue and the 'ball on' are all in contact together during a shot (if the cue ball and object ball are 'frozen' together, special dispensation is given provided the cue ball is struck at a downward or other angle; that is, not directly into the line of the two balls). A push shot is a foul.
