Why can't i get on the pool tables?

Pull 2 names out of a hat, they have to play a qualifier. Pull another 2 to do the same. The 2 winners are then added to the remaining 14, that will give you 16 players. From here you simply draw 2 names at a time, to get firstly 8 games then 4 then 2 and the last game is the final.
