In pool, why do so few players understand the 'foul snooker' term/rule?

Yes, you are right in saying so, I have done loads of umpiring in an official pool tournament and yet quite a number of player on any given event don't understand the foul snooker term/rule. I put it down to not understanding what it means and also haven't been shown what it is. Most of them think as long as you can see part of the object ball then that does not constitute a foul snooker.There are 5 sections of slate on the bed of a full size snooker table what does each one weigh?

i'ts not that difficult to understand..i think the problem is that people think snooker is a boring game (not me, its a thinking mans game, much more technical and demanding) and aren't inclined to learn the rules..9 ball and 8 ball are much easier to learn because there are fewer rules and hence a simpler game..they're more like bumper pool(so easy a game that anyone can play it and become better with little practise).That reminds me of an interview i once saw on Canadian TV.
Cliff Thorburn was being interviewed by Don Cherry. Cliff was in his tourny tuxedo and Don was in his "trademarked" red-white-green blazer(haha)..when Don asked Cliff what the difference between snooker and pool was..Cliff gently tugged on his lapels and said.."this is snooker" and pointed to Don's loud, garish and ugly jacket and said "that's pool"!!
