You can isolate and build your shoulders during any of the strokes. Try using a pull-buoy or crossing your ankles so you're just using your arms. To me, this is hardest with backstroke because your legs help with your balance, but using just your arms on any of the strokes on your stomach would be a good starting point.

4x50 butterfly w/fins
200 I.M.
2x100 butterfly

Also you should take a 30 second brake between each set. You can repeat this rutene as many times as you like depending on how long your workout is

it's a very taxing stroke though, so i recommend you do plenty of butterfly drills and complement it with freestyle laps. use paddles, if you can. then, for the meat of your workout, do timed laps, alternating butterlfy and freestyle.
