Well you should use a "waterproof" sunblock rather than a "water-resistant" sunblock. The waterproof sunblock will stick to your skin for 80 minutes or so as opposed to the "water-resistant" one which will only stick to your skin for 40 minutes. Even if it washes off, the "waterproof" sunblock would last longer.
Do remember to put your sunblock on at least 15 minutes before you enter the pool.
I personally use Banana Boat's Ultra Sunblock SPF 30, which is waterproof. It works alright.

I would say that a good waterproof sunblock should do the trick, as it is supposed to resist water from washing it off your skin. I don't know about a specific SPF that should be used, but usually at least 30 SPF is good if your in an outdoor pool.
