Yes, especially men. The hairs will hold on to little air bubbles, which creates drag in the water. The smoother a person is, the more aqua-dynamic they are, therefore, the faster they can swim.

And you may have seen some of the Olympic swimmers in full-length suits...this is for the same reason...makes their bodies more aqua-dynamic.

What is the basic requirment for learn swiming?

We call this "shaving down" and yes it is done only for the most competitive events. Like Nationals or a State finals. It's done in conjunction with something called "tapering" which is where you slow down your training to get your body ready to compete.

I've shaved down many times as a swimmer and the milliseconds thing because hair is a drag is mostly crap. It's for the feel of the water. Shaving removes almost all the dead skin as well as the hair. Diving into a pool after you have just shaved down feels...well...different. And after 6 months of staring at the tiles on the bottom of a pool for 5 hour a day - different is good. Especially for the big meets. That's why you do it. It mentally gets you prepared for the race. Perhaps it's for a millisecond here and there, but all heavy competitive swimmers will tell you it's for the feel of the water.

How fast does the average person swim?

The Bishop has the correct answer. When you swim, to propel yourself forwards you need to push against the water. You can push the hardest against still unmoving water coz it resists being set in motion. If the water is already moving due to turbulence, you cant push against it as efficiently to transfer power so it robs speed from your stroke. You need to be able to "feel" the water in order to find the areas of dead water to push against in your stroke. By shaving, you remove the top layer of dead cells and expose the nerves in your skin and become temporarily hypersensitive to touch until a new layer of dead skin covers it up again. Any reduction in resistance is just a bonus. That's why you rarely see competitors wearing long sleeved whole body Fast-skins. Most just wear tights to expose their arms and torsos. Shaving the legs is not as important as the arms but its done just for a better appearance and whatever drag reduction is available.
Shaving the head is done for a psycological boost and to proclaim youre serious and a hardcore competitor. If you dont know how to swim efficently, shaving will not speed you up.
