Swimming can definitely tone your legs down to a better shape than before you started swimming.

What you can do to tone your legs is use a kickboard if you're allowed to do your own workout such as if you're not on a swim team or anything where you have a set workout for the day. Focus on freestyle and backstroke kicking (backstroke kicking is a lot harder though, you have to read the ceiling to know where you are in your lane).

You can also try to keep your legs straight and your toes pointed at all times, this will help a lot with your legs as they start to tone up.

If you do a very kick heavy workout/stroke ex breaststroke yes. If you are just kind of letting your feet drag behind you and pulling the whole way then your arms will get toned.
