Please don't. Floaties are one of the most dangerous things you can put on a kid. They give a false sense of security, and kids quickly get out of their depth. They are not dependable, and can easily deflate, leaving a young swimmer out beyond his depth without any supportive device.
If you are taking nonswimming youngsters around the water and want to make sure they can play in the water safely, put a life jacket on them. They can take it off when they learn to swim.
Truly, arm bands are dangerous things to put on kids or adults. They're much better advised to learn survival swimming. And you should be within arms reach at all times.
