Each pool and beach I've worked at has had slightly different rules, but overall it seems to be that 30 minutes after the last lightning/thunder is when the pool is reopened.

Just until the storm passes and the sun comes out. The reason for waiting till the sun comes out is because lightening can sometime travel at an angle, from clouds that you may think are too far away.
