I am a beginning swimmer. My flutter kick does not propel meforward at all . How do I remedy that?

Although kicking does help you move forward, the flutter kick is used mainly to keep your body level and hydrodynamic so that you can move more efficiently in the water. The flatter your body the better you will move in the water. Your arms are responsible for moving you forward.
When doing your flutter kick, keep your toes pointed and have the feeling of stretching your body. Your kick is generated from your hips/upper thigh, not your toes. Practice by kicking on your back. Hold a kickboard across your chest/under your arms. Lean back in the water so your ears are underwater but your face is out. Start to do your flutter kick. Visualize a ball floating on the water, above your feet. Imagine that you are kicking the ball out of the water without your feet breaking the surface of the water. Snap your toes upward then whip downward. The water should be "mushrooming" because of your toes but not splashing. Remember that you are kicking both upward and downward.

Make sure your flutter kick is parallel to the top of the water, not perpendicular. Try to keep your kicks as close to the top of the water without making a huge splash. A kick board should help tremendously until your form is perfected.

That's normal. Propulsion comes later. Focus on your form first. Make sure you aren't sinking. Know your medium, get used to being in the water. When you know how your body moves and behaves in the water, getting forward won't be a problem. It may take time, but don't lose heart. Don't rush things. Relax. Swimming is a really fun sport.

But if you want practical advice, then try not to use your ankles and knees much. Let the kick come from your thighs/hips, and keep your chin to your chest. That should help you move forward faster.

The truth is that when swimming the front crawl, a lot of swimmers don't use their flutter kick for propulsion. The most important purposes of the flutter kick are (1) to keep your legs parallel to the surface of the water to reduce drag and (2) to serve as a metronome for the rest of your stroke.

Most swimmers do this without realizing it, but high level swimmers often change the frequency of their kick depending on the event. Because kicking makes use of the legs, and the legs demand a ton of oxygen and blood flow in comparison to the arms, distance swimmers usually swim kickin 2 times per arm stroke. Sprint events are usually to short for a swimmer to be concerned with energy conservation, so sprinters will usually kick 3 or 4 times per arm stoke. Once you've found the kick to stroke ratio that is comfortable, speeding up or slowing down is a matter of changing your kick speed. Change your kick speed, and your arms will change to match it.

All that being said, the best swimmers do get a lot of propulsion from their kick, but in most cases it is because of highly developed muscles in the hips. This generally comes from years of conditioning, but some people are genetically blessed with a highly propulsive kick.

I was an All American swimmer and my flutter kick never propelled me very much, so don't feel bad. That said, in addition to all the other advice, a common beginning mistake is to not point the feet. If your feet are in the relaxed position, like they would be if you are standing, your kick will actually pull you backwards. Point your feet as if you are trying to stand on your toes.

The kick is only there to help guide u and add a little bit of speed but keep ur knees striaght and ur toes pointed that will slow u down the most and using different drills and kickboards can help

Make sure when you swim that your body is on the surface of the water , next try to keep your body in a straight line(parallel to the bottom of the pool) , and keep your head looking down at the bottom(unless you need to take a breath)
