it depends where you live

but even if you don't i would go through the training anyway, its your life and if you do everything right there aren't that many things that go wrong but I've seen many new divers get into trouble due to improper(if not any) training

If you are talking about scuba diving then you will have to be certified in order to get a tank of air. Other than that there are generally no requirements for certification, but it would be quite stupid do dive without any training.
