no they dont because the vertical rays of the sun is hitting the water which bounces off the surface of the water therefore you are only sun tanning from your waist upyep, the light penetrates down several feet, but it loses intensity the farther it goes down. I can't remember the exact rate but at 1.5 feet below the water the suns rays are 40% as intense as at the surface.
