Someone that weighs 200 pounds may be all muscle and require as little as 5-6 pounds of weight, and another 200 pounder with a higher fat percentage may require upwards of 15. Actually there are a lot of factors that will determined how many pounds of weight you will need. First is of course your natural body composition. Weather you are positively buoyant, neutral or negatively buoyant. These is determined by you physiology (fat content, muscle, etc).Second where are you diving. Fresh water is less dense than salt water so you need less weight in fresh water.
And the third and one of the big ones is your equipment. Specially your exposure protection suit (wet suit or dry suit). The more neoprene you wear the more buoyant you will be and hence the more weights you will have to wear. Other pieces of equipment will also affect a little bit depending on their flotation characteristics.

As you can tell there is too many factors to tell you how many pounds. I am 268 pounds and when I dive with my 3 mm wetsuit I usually only use 8 pounds. How calm you are underwater also affects how many pounds you will need.
