Eventually it does. No pool operator wants to swap out water unless it's needed. It costs a fortune to re heat and to chemically balance. Usually you'll find the pool gets drained for either routine maintenance that can't be performed underwater or if the TDS (total dissolved solids) in the pool get too high. Usually it's for the latter. Backwashing the filter daily isn't enough to lower the TDS over time.
High TDS is caused by chemicals added to the pool and minerals and metals in the fill water. They don't evaporate out. A high TDS then stops the sanitizers in the pool from working effectively.
Don't think of it as gross, that water is better sanitized as a rule, than your own drinking water. Have you ever stopped and thought about the fact that the water you come across in your daily life, was at one time drank by someone or something else (since the earth was formed) and peed out? It has. Pool filters do artificially, what mother nature does.

Most of the time the water is just chlorinated (sometimes other stuff like UV filtering or addition of ozone) and run through a filtration system. Once a day the pool system is backwashed which basically dumps a load of water and refills it (keepin it simple, its just a way to keep the filters clean) but when maintanance is needed the pool is completely drained then refilled.

But The Public Ones Near Me And There Is 3 In A 6 Miles Radius's To Me Have Never Closed So I Guess They Just Clean Them With The Filters And Chloride In The Water

Usually a pools water will get changed every 1-2 months. Instead of closing the pool though they can do it in an afternoon and a night or night and morning. Depends on how big the pool is and opening times though. Some pools have to close if open all day every day.

It depends on the pool, where I am from, the pools are generally in contact with each other, there are three that are open year round. Each picks a block of time to close down usually in winter. They close the pool, make major repairs, drain the pool, remove stains in the lining, etc.

Once a week (some pools do this nightly) the pool is back washed, extra chemicals are used, and a vacuum is used on the bottom of the pool. This is general and routine maintenance that occurs after hours.

In addition, locker rooms are disinfected nightly. talk about ew.

2.) they then go through a "large object" filter..basically catching all the hairs, bandaids..leaves..etc.
3.) then goes through numerous filters
4.) sand filters
5.) sanitatizing (chlorine)
6.) buffered
7.) and back out to the inlets

Lifeguards are in charge of usually checking the water every 1-3 hrs to add or lower the chlorine amount. Even if it IS resuing the same water...when it's filtered it's just as good as refilling the pool! + Once a year the pool gets closed for maitenance, and is drained! ^^

actually, there are some swimming pools here in asia, in Manila for example, where once in a while, say once a year, all of the water in the pool are completely removed and drained and replaced with a fresh batch of tap water with fresh chlorine added. These pools are therefore off limits for swimming for a week to let the chlorine vaporize to nontoxic levels. This is usually done after the monsoon season where heavy rains have been dumped into the pool making it too dirty for swimming.
