ab workouts will NOT help you lose your belly... anyone that says it will doesn't understand basic physiological principals.Cut caloric intake (diet)... and move more... that is the best in the long run. Running and swimming are the best for losing the gut... Push, bench presses, pull ups are a great start for the chest.

if you're talking about the part of the belly thats below the belly button. cardio work outs are good... but to lose inches as well as weight, cut back on carbs and sugar as well. it all goes straight to the gut.yes but u have to change the kind of food ur eating

Running or any combination of cardio will help you lose the weight faster than any resistance workout. Situps, crunches will only do so much. They will benefit you cause they are part of cardio. They will not help you directly to your abs. When you lose weight, there is no way to tell your body to lose it in specific section. Your body will lose it in different sections at different times. There is no exercise in the world that will speed up the weight lost around the belly. You will not get visible abs until you get to around 13% bf.
Situps and crunches are pretty much useless until you get rid of the belly. I would run non stop. That is your best way to go.

Diet is no doubt the most important factor when it comes to both weight loss and weight gain. Just eat healthier, plain and simple. You don't have to be a health freak but you should definitely pay more attention to the things you're eating.Running and swimming will help trim excess fat but again, Diet is most important!
If possible, weight training is a great way to better your physique.
As for the other part of your question, there is no way to isolate your upper chest. It is impossible to build only one part of your chest. Exercises like dumbbell or barbell incline presses will target your upper chest more but the chest is worked as one muscle group.
Anyway, basically there are two chest exercises. The press, and the fly (These two motions can fit into a variety of different exercises)
Push ups will help you do more push ups but they will not build your chest.
Also, there is no such thing as spot reduction. Doing more crunches will not erase the fat from your gut. Fat doesn't come off in one area, it comes off of different parts of your body.

swimming is the greatest all arounf excersice for your body and its fun! definetly to laps for up to an hour in the pool and watch your meal portions and within 2 months you will notice slimmingyes just kick your knees high...it will help to build you abdomen just like a crunch or leg lift
