Same reason many of them shave their heads or at least wear those slick head covers, to cut down resistance as the body travels through the water...it might reduce their time by .004/sec...which could be the difference and just enough to win an event over their nearest competitor.it reduces drag

they do that because hair on their bodies causes them to drag, so if they shave them, they become more hydrodynamic(this is spoken from me, a junior olympic swimmer)

I knew this kid once who had the nastiest leg hair (it was more like complete body hair). It was BAD and he was a backstroker for the high school team.He shaved down for a big championship meet and his times were cut so much! He wasn't the greatest kid to start with but his times speak for themselves. 1:19.34 to 1:15.22 in the 100 back and 38.63 to 35.91 in the medley relay split.
I know the kid was tapering and all but cuts like that?! Shaving down is said to be more of a psychological thing than an actual physics thing but whichever it is I think it works!
