Which is better, asphalt or concrete tennis court?

As to which is more expensive, again, this depends on your location, but more than likely, concrete is more expensive.
Both are going to need maintenance--no way around that. Both will crack over time, and both will also likely lose the paint in little chips that you'll need to move off the court and then replace the paint. The maintenance on both will be about the same, unless your court is indoors.
If you don't want maintenance, use one of the outdoor turfs to cover the tennis court. Turf is easiest to maintain and is also better for your joints than a hard court. This keeps the paint longer and it also keeps looking just about like you put it down. The only downside to turf is that you can't squeegee it like you can a hard court, so it takes longer to dry.
