What does F1 F2 F3 .. futures mean in tennis? What is the difference.?

It is to keep track of the number of futures in any given country... The F stands for futures and the number is well the number.. each country has its own count so there might be an F12 in the United states while at the same time there might be an F3 in germany. I never really understood why they do that and not just call it a name of somthing but whateves...
