If I understand correctly, that is determined by the teams own ranking. Each particular numerical rank on the roster qualifies a player to fill only certain positions.Part of your job as a coach is to determine which playing order would best suit the desired outcome.
For example, if their top player is a monster and your number one is so so, you might want to consider sacrificing that match and moving him to another position to strengthen your line up.
Caveat, the other coach, can employ similar strategies.

Depending on the state they will either go by weight (like wrestling) or by GPA. Since smarter kids are usually better tennis players the 4.0 rated players can usually beat the 3.5 which will beat the 3.0.Its all explained in the USTA's rating system.
Players are matched according to their ability level. Best player is #1, so on. But each player must maintain a required GPA to be eligible to play.
