No, overhead passing is usually when receiving a serve above the head with the fingers intending to pass it to the setter. Setting is using the fingers to line up an attack. Hand forms are different.

it is not the same technique; overhead passing is for like balls going over your head, yet are still in or for receiving a serve. Just like a bump, you want to get it to the setter if it is the first touch. Overhead passing can also be used for nailers (when the ball flies straight at you) and you can just put the ball straight up in the air.
A set, though it seems really similar to the pass, is used to put the ball in the air in a way that someone on the court and hit/spike/dink it over.

setting needs much more control and it's what to prepare for a spike. different sets (like a fast set, 2, 3, outside, middle, 10, back, shooter...) they all requires different form and strength to perform. and a lot of wrist motion is involved. setter controls a lot on how the game play goes.
also, it is really strict on the set, even a slight carry or a unnoticeable double will be called.

overhand passing is used on receive, and u r passing the ball to the setter. of cuz u still need control, but u don't hav to worry about passing it w/ a different way, (like, i hav to "shoot" this pass... XD)... u just need to pass it to the setter and the setter will do the job on setting it. on receiving a serve or an attack, it is legal if u double by accident, (but not carry.) but on a set, it's not. u'll be called even if the ball spin too much...

Contrary to many other responses to this question, overhand passing is the exact same thing as setting. Underhand passing is the same thing as bumping.

Overhead passing is not the same as setting, its not considered a most preferable way of passing the ball to the setter to set, but its used when the ball is hit with such force that your only reaction is to put your hands up basically hold and push the ball, it may make it to the setter to set or it may just make it over the net. Its not considered a fault either because it was not an intended reaction it was just a reaction.
