No, it doesn't count as a hit. That is why when person blocks it they yell tip to tell everyone that they touched it and they didn't hit it as a count of one of their 3 hits. Another crazy rule is that if you block, and lets say it is a soft block and goes straight up in the air, you can land and play the ball again so essentially you are touching it 2 different times.
