I could not find specifically where the first college was that sponsored volleyball, but I did find the year. 1916, the YMCA teamed up with the NCAA to help colleges incorporate volleyball into its curriculum and intramural programs.

P.S. Very doubtful it is UCLA...volleyball was strictly an east coast sport until the 1920's.
