It hasn't, your name has to go on the application. Plus if your 18 or younger you will need to take the on-line boating safety course. Go to the local DNR and they will help you right away. Note: It's worth the extra $5 to go to the DNR desk, instead of going through the mail. You get the sticker right now and you know you won't be sited!By the way, whats a 3D jetski?
