You can use spray paint, wouldn't really recommend regular paint... Posca pens work REALLY well.

With the spray paint, make sure you don't put on too many coats because it will make the board heavy. Not good to surf on.

Definitely check out the Posca markers. They are water based, so any other water based marker works, but avoid Sharpie's water based markers.

Get some Krylon, or something similar, spray coating to put on over your artwork. Try some of the UV protection stuff since it's on your surfboard and in the sun a lot.. or Krylon Crystal Clear.
