for the sun, try to find a leave in conditioner that protects from the uv rays, i think pantine makes one...
for the chlorine, wash your hair with a clarifying shampoo after being in the water, and be sure to use conditioner. again, i recomend pantine, but most brands make clarifying shampoo

dont apply any conditioners since it may give u immediate good results but in long term it will damage ur hair.so keep ur hair natural.apply natural oil like coconut oil or paratute oilthat will do all the work
