You can check out some web sites for established surf clubs, like the Windansea Surf Club or the Pacific Beach Surf Club. You'd need to get members of course, that can be done with word of mouth and flyers or over the internet, and get some events scheduled like parties or surf contests or outings to surf flicks or screenings of surf flicks or tape each other surfing and show the tapes, or organize some surfin safaris to different spots.
