"Test" is the force which the line is guaranteed NOT to break at. So if you have 20 pound test line, it will hold at least 20 pounds of force. In practice, "test" lines are about 20-40% stronger than the given number, so 20 pound test line will generally stand 24-28 pounds of force before breaking (depending on the manufacturer).

There is also "class" fishing line -- this is line which is guaranteed not to test out to more than the rated strength.
