What do you need onboard if you want to ride a jet ski (waverunner)?

Answers:

Is there a specific form or method of paddling a kayak?

To be U.S. Coast Guard legal:

Absolute minimum:
Life jacket, ( impact rated for ski's maximum speed )
Sound producing device, ( whistle, air horn, etc )
B-1 size fire extinguisher,
Registration ( and proof of insurance if required in your state )

Good idea to have as well:
Goggles,
Wet suit,
Water shoes,
Neophrene gloves,
VHF radio,
Cell phone,
Spare lanyard,
Spare spark plugs, drain plugs, duct tape, tool kit for minor repairs,
Tow line,
Dock lines,
Anchor,
Visual distress signals

In the 10 years I've been riding, I've pretty much used everything on the list at one time or another, except for the fire extinguisher or the VDS.

Any where in Emerald Island we can rent Jet Skis?

Registration and a life jacket.

How fast can a dragonboat go?

coast guard requires a fire extinguisher
title and proof of insurance is needed in water proof bag
you have to have an approved life vest on
I would carry a rope too..most folks have 2 wave runners or seadoos and one might run out of gas or a friend may run out ..also small limbs can get sucked into the intake and jam the propulsion unit...you need some long nose pliers and a flash light in case it gets dark..a cell phone wont help but a gps might..a mirror is a good thang also and a bottle of cheap sunscreen and an extra pair of sunglasses
