i would not suggest it unless you get a piece of equipment that attaches to the intake on the lowerunit and forces water from a hose into it...these are not expensive and most boat owners have one...i do it everytime i take my boat out in salt water and then i flush it with fresh water for 10+ min.

My understanding of dry starting is starting it out of the water. You can start one without water for a few minutes, about the time it takes to heat up to normal temperature. You can buy what looks like ear muffs to put on each side of you water intake, near the foot, and hook your water hose to it and run it fro awhile. As long as your water pump is discharging water. I wouldn't race the engine to much like this though. Those muffs aren't very expensive, as I recall. It's been awhile since I bought some.
