How do you know if ice is safe to go on in ponds or lakes?

I have seen people out on lakes when the ice looked like glass and the temp. was in the 40's. It would scare the bejee out of me.

2 inches will hold a person walking (not jumping), but NH state law requires ice to be 4 inches before it is considered safe, you can play hockey on 4 in of ice , but don't drive your car on it, that would be badddddd
