After the six candidates cities made their final presentations to the full 108th Extraordinary IOC Session in Seoul, a new body, the Selection College, was tasked with selecting two "Finalist Cities" that were going to go before the full IOC Session for voting in order to determine the 2006 host city.

Two cities were selected by the Selection College as Finalist Cities, and thus went before the full IOC Session for voting: Turin, Italy and Sion, Switzerland. On June 19, 1999, Turin was elected over Sion 53 votes to 36. The candidate cities that made presentations but was not chosen by the Selection College to be voted on by the IOC Session were: Helsinki (Finland), Klagenfurt (Austria), Poprad-Tatry (Slovakia) and Zakopane (Poland).
