i've skied in both
Bulgaria is very basic, but is good, especially for beginners, personally i found the ski teachers better in bulgaria (if you can understand the head shaking meaning yes, and nodding meaning no). Its also cheaper in Bulgaria - France is good, but i prefered Bulgaria - night life is lary!
